Shunkan Idou was originally used in conjunction with the MUD and just for role playing. If I recall, when the player uses it on someone, it'll set the player's room to the person's room in the MUD.

there is a character with regenerate that has it at 100 percent and still cannot use it, even in battle.

Not sure what to tell you about regen/barrier. It works for me. I will add that I was semi-wrong about regen. You CAN use it outside of battle. But it was designed for use in battle.
<Iyouboushi> !addskill Iyouboushi regeneration 100 <Dai_Kaiou-shin> Iyouboushi learns the regeneration skill (at 100%)! <Dai_Kaiou-shin> Iyouboushi's HP is currently: 429 <Iyouboushi> !regen <Dai_Kaiou-shin> Iyouboushi uses his regeneration. (in query) <Dai_Kaiou-shin> You have regenerated 70 of your HP
In Battle:
<Iyouboushi> !bat go <Dai_Kaiou-shin> The Battle Begins! <Dai_Kaiou-shin> Iyouboushi steps up first in the battle! <Iyouboushi> !next <Dai_Kaiou-shin> It is Scott's turn [Health Status: Perfect] [Status Effects: none] <Iyouboushi> Smz attacks Iyouboushi <Dai_Kaiou-shin> Scott slams Iyouboushi over the head and upper back with a double-armed overhead hammer strike, pounding him about an inch into the ground. <Dai_Kaiou-shin> The attack did 255 damage <Dai_Kaiou-shin> Iyouboushi takes the blow, and laughs "Sore Kusuguru!" <Dai_Kaiou-shin> It is Scott's turn [Health Status: Perfect] [Status Effects: none] <Iyouboushi> !regen <Dai_Kaiou-shin> Iyouboushi uses his regeneration. <Dai_Kaiou-shin> It is Scott's turn [Health Status: Perfect] [Status Effects: none] <Iyouboushi> !next <Dai_Kaiou-shin> It is Scott's turn [Health Status: Perfect] [Status Effects: none] <Iyouboushi> Smz charges his energy <Dai_Kaiou-shin> Scott clenches his fists as his green aura flares around himself and charges his ki for his next attack. <Dai_Kaiou-shin> It is Iyouboushi's turn [Health Status: Perfect] [Status Effects: none]
And for barrier:
<Iyouboushi> !addskill Iyouboushi barrier 100 <Dai_Kaiou-shin> Iyouboushi learns the barrier skill (at 100%)! <Iyouboushi> !barrier <Dai_Kaiou-shin> Iyouboushi causes an energy barrier to encase his body! (time passes) <Dai_Kaiou-shin> Iyouboushi's barrier has gone down!
And no, there's no command to check on the btime.

Hmm well after I read your post, I tried typing the command to add a skill instead of using the popups, and regen worked! I dunno why that is, but it did. So i tried it with barrier but still no luck.
<Genku> !addskill Genku barrier 100 <Supreme_Kai> Genku learns the barrier skill (at 100%)! <Genku> !barrier <Supreme_Kai> Genku cannot put the barrier up again, because it hasn't been enough time since the last time!

That's really strange. 0_o
open up Genku.zfile and find [skills]
Check to see if you have a btime=### entry. If so, you can either set it to 0 or erase it all together. If you don't, try adding one.
[Skills] (all the other stuff) Btime=0
then save and try to use it again.

There wasn't an entry but adding didnt fix it. But that's fine, I guess i just wont let anyone use barrier. And i think the problem with regen was a was adding the skill as regenerate rather than regeneration.

That makes absolutely no sense (the barrier thing). What version of mIRC are you using for your Kaiou?

Hm. Mine is still using version 6.16. But that shouldn't really matter.
One last thing to try before I resort to re-writing that command.
Open skill.ini in the script editor. Find the line: else { var %btime $readini($char($nick), Skills, Btime) (just search for it) Change var to set Save, try to use it now.
Sometimes, for whatever reason, mIRC doesn't do the 'var' right. I've run some scripts where if I change the 'var' to 'set' it'll go from broken to working. I don't know if that'll be the case here or not, but it's worth a shot.
Only other thing I can do is rewrite the command and post it here for you to c/p into it. Let me know if this works first before I do.
