That's just a local alias on the DM's end.
These go in the alias section of your mIRC code:
npc { /say 10 <-- $1 -->12 $2- }
story { /say 3-=STORY=- /say 2 $+ $1- }
nar { /say 12 <-- Narrator -->2 $1- }
You can mess around with the style and colors as you see fit.

i someone wanted to be a cyborg, like 17 and 18 how would you make the characters special, like would they start off with higher stats and have like 10000000000mp and stamina or what?

I'd give them a much higher stamina and a much higher mp, but also give them higher scanning and hiding ability.

It'll do it automatically when the person uses his/her ROSAT points on it.

how does evade work, i know its supposed to be your characters dodging ability, but my friend made a character and put 150 points into EVA but he still couldnt dodge my attacks, even after typing !dodge.
