That's up to the GM/DM.
In reality the Saiya-jins were always stronger, so the only thing I did was limit how many there were in the game.

ok well, my friends and i all use different characters, but i really want to make it so that everyone is at least somewhat close in power. Do the non saiya-jin characters still handle themselves in fights, and is it possible for one to beat a super saiya-jin in battle?

It's possible. It's difficult, but it's possible. Regular boosts aren't as strong as SSJ, but it all depends on how you allocate the stats. Someone who puts all of his stats into AP vs a person who put all of his into CP and CD and not DP will have an advantage that can be exploited.
Plus there's other types of boosts. Transform is stronger than SSJ and could easily overpower the other person.
Just find what works best in your game and stick with it.

how do you specify the type of boost? like transform vs ssj?

When you add them, instead of 'boost' or 'ssj' you'd add the other types. The list is as follows: ssj, anger, boost and transform

so im testing all the boosts, ans i understand the rage requirement for ssj, but everytime i go ssj, my stats go to 0. its weird

Here are some examples that I can think of:
Normal boost - I'd say three.. but since it's weaker than SSJ, I could say five or six. Just depends on how the situation is.
SSJ - Up to SSJ3 is about the highest it should go. Going up to that level can easily make a saiya-jin super strong, so don't shoot up that high too fast.
Rage/Anger - Since I've never seen that boost used, I'm not sure. I don't think it's much stronger than the normal, so I would use the same suggestion for the normal boost.
Transform - Since this boost is by far the strongest, I would suggest that the max for it is one or two, but nothing higher since then you can become way too powerful.
There is also Kaiou-Ken, I might say ten on that, more or less depending on the situation, so it would be best to mess around with the levels for that to see.

ive been in a channel before where the person doing the quest was able todifferentiate between his character and the narratorthe message cam up like this
<his nick> <narrator> story stuff
but the narrator thing was a different color, like he needed to type a command, if anyone understans what im talking about, can you tell me how to do this? Thanks
