I've actually been a fan of online TV stations for over six years now. It all started when I stumbled upon a Korean station where I found they played old American cartoons that had been dubbed over in Korean. I also saw a commercial for DBZ one day while watching (I was a huuuuuge DBZ fanatic back then) and did my best to catch it on that station. While I never did I soon found a bunch of Japanese stations that I've been watching off and on for years now in hopes that one day I'll catch a cartoon or anime. I've been unsuccessful but perhaps one of these days I will.
Before I list those stations I'd like to point out something I just discovered: Livestation. This program allows you to tune into tons of channels across the world. It only has a few "official" channels listed but you can do a search and it'll find a bunch more. For example, type in "TV Tokyo" and click the third result to see some Japanese programming (though at the time I write this all I've ever seen has been endless commercials, which are hilarious). TV Tokyo is no longer working for Livestation. It hasn't for a few months.
Instead there's yet ANOTHER program I found called KeyHole TV. This is a program that is designed to be able to tune into multiple Japanese TV and radio stations. Not only can you tune into TV Tokyo, but you can also get Fuji TV, Nihon TV and several others. If you like Japanese TV, this program puts all the others to shame.
Anyway, this is a list of [Japanese] stations that still work and a short description of what I DO know plays on that station.
So-net TV
This station shows a variety of shows. Some are talk shows while others are game-related. I've seen a few shows that talked about FFXI and Ragnarok Online. It looks like on Friday nights (their time, meaning extremely early Friday our time) they have a special live show. I also believe they show a Korean soap opera on this station (with Japanese subs).
Impress TV
Several shows including a show about cars (once saw a car that could park itself on it) a show that talks about the latest computers (featureing a Japanese Mr. Rackler) and a show that displays all the latest technology.
Tctv
This station I just recently discovered so I'm unaware of what all the shows are. So far I've seen a pretty long "live" show where a woman was talking (extremely fast I might add) in what looked like a radio booth. Afterwards they showed some commercials for some kind of pills followed by another talk show.
Daiwa
Listed as "Variety TV" but I honestly don't know what it shows (I just discovered this one while writing this post up).
TFMI
So far all I know is that there's a show that's titled All The映画人 (literally translates to "All The Films Man") which appears to be a movie review/preview show. When I first tuned in they were showing off a cool Chinese movie. Afterwards they were showing a baseball movie followed by a horror film called "The Devil's Backbone."
Edit: Found a list of shows this channel plays (Japanese encoding is necessary to see some of them):
Live Depot
Juicy x Juicy
All The 映画人 ("All the Films Man")
Book Lounge
iiVNews
FM新潟
Fashion TV
文化力WEB ("Power of Culture WEB")
はいからチャンネル ("Haikara Channel")
JA CHANNEL
乙女調査隊 (something like "Young Woman's Survey")
If you're not into the whole Japanese thing, check out these two links and you can find some different stations ranging from Russian to Chinese to American.
Beeline TV
TVforus
(as well as Livestation as mentioned earlier)
-Edit-
Apparently some of them are down now. I'll have to hunt down the updated URLs when I'm not lazy.
